Estimating Seasonal Population Shifts for the Powell Bill Fund Allocation

Abstract

The Powell Bill (PB) Unit of NCDOT annually distributes a fixed appropriation to participating North Carolina municipalities to maintain municipal streets.

Presently the funds are distributed by a formula which does not take into account of municipalities that are affected by seasonal population increase.

This research investigated how the NCDOT Powell Bill formula should be adjusted to address seasonal population increase so that the funding distribution will more accurately reflect traffic volumes and will thus be more equitable and fair.
